China’s Attempts to Dictate terms over the Reincarnation of the Dalai Lama

Chinese Embassy’s latest comments demanding New Delhi to play no role in the Dalai Lama’s reincarnation, nor facilitate the Central Tibetan Administration, requires a stern response on both history and ethical grounds. The position of the Dalai Lama is not a political position to be appointed by the state. It is a lineage of a living tradition of over six centuries that is entirely a Tibetan Buddhist tradition. Such traditions include Tibetan Buddhism’s prophetic and spiritual traditions. These traditions predate the existence of the People’s Republic of China by almost 12 centuries.

 

China’s claim that the reincarnation of the Dalai Lamas has historically been in the hands of the central government of China is a gross misinterpretation of history. The Qing Dynasty’s 1793 “Golden Urn” system was not only unilateral in its inception, but was also honorarily ignored in practice. The 13th Dalai Lama was recognized without the intervention of the Urn, and the 14th, Tenzin Gyatso, was recognized in traditional Tibetan religious practice in 1939 with no evidence of Chinese practice. To justify a 21st century control over a living religion by citing a poorly defined tool of Administration from the age of Imperialism is not legal justification, but rather a revision of history to promote political control.

 

The 14th Dalai Lama has spoken with monumental clarity. He has entrusted the authority to recognize his future reincarnation to the Gaden Phodrang Trust, and his office stated that no one else holds this power. He indicated as early as 2011 that no official recognition should be given to politically motivated selections. China, that destroyed over 6,000 Tibetan monasteries, removed images of the Dalai Lama, and arrested monks for their practice, cannot masquerade as a guardian of Tibetan Buddhist tradition. Beijing’s quest for the authority to decide is not spiritual guardianship; it is a politically strategic act to replace a politically compliant authority and to cut a people from their spiritual and civilizational roots.

 

By providing continued space to the Central Tibetan Administration, India is upholding its constitutional commitment to provide the right to freedom of religion and expression, its long standing tradition of providing refuge to persecuted people, and its own commitments under international human rights law.
